It is with great pleasure that Brazil’s Administrative Council for Economic Defense takes part in the 8th BRICS International Competition Conference 2023. With the intention of analysing “New Issues in Competition Law and Policy”, the Conference will be a great opportunity to advance the mutual understanding of BRICS member countries and competition authorities on emerging and pressing issues.

One of the challenges to a healthy development of the world economy is competition in the digital era. Big Tech and algorithms certainly present new opportunities to citizens and consumers. However, given the disruptive nature of some of these technologies and business practices, they may also pose a potential threat if competition issues are not dully heed.

It is important that, whilst addressing these challenges, competition authorities do not overlook the classic dimensions of competition, such as the role of leniency programmes, the challenges in today’s merger review, and the tools to foster a pro-competitive environment in our countries.

Moreover, information sharing and exchanging experiences and best practices are key to tackle new and current issues in competition law, policy and practice.

Certain of the success of the 8th BRICS International Competition Conference 2023, we would like to thank India for leading us during its term and for organizing this Conference. We look forward to strengthening the coordination and partnership between BRICS competition authorities.

I am pleased to welcome you at the official website of the VIII BRICS Competition Conference, which will be held on October 11-13, 2023 in New Delhi.

The BRICS Competition Conference held since 2009, is a respectful international event that has taken its rightful place among other global discussion platforms in the field of antimonopoly policy.

The issues on protection of competition, improvement of the antimonopoly legislation and the practice of its application in the BRICS countries are always relevant, since free competition is one of the key conditions for the effective functioning and development of the economies of the BRICS countries.

The topic of this year’s Conference "New Issues in Competition Law and Policy Dimensions · Perspectives · Challenges" is important for the BRICS countries. The Conference agenda includes the most relevant topics, including issues of competition regulation in modern conditions, improving competition law enforcement in the digital era, the role of soft law in building a pro-competitive market environment, international cooperation in assessing global mergers and investigating cartels, as well as relationship between competition policy and ecology.

I am convinced that the discussion of these issues within the Conference will contribute to building up cooperation between the BRICS Competition Authorities, strengthening the existing friendly relations between our countries, as well as entail further convergence of world standards of fair competition, protection of business and promotion of entrepreneur initiative.

It gives me immense pleasure to inform you that the Competition Commission of India (CCI) is hosting the 8th BRICS International Competition Conference (BRICS ICC) from 12th to 13th October 2023 at The Ashok, New Delhi, on the theme “New Issues in Competition Law and Policy-Dimensions. Perspectives. Challenges.”

BRICS countries occupy a prominent position in the global economy and competition policy landscape, advancing and strengthening the cause of cooperation in this field. The significant and varied transformations experienced by global markets prioritise cooperation and open dialogue among BRICS countries. Harnessing the synergies between BRICS economies and cooperation in the field of competition policy serve to strengthen competition law frameworks and promote fair competition towards creating a predictable and transparent environment conducive to the growth of markets

Cooperation amongst BRICS competition authorities has come a long way since the first BRICS ICC in 2009. BRICS competition authorities have been consistently working towards establishing efficient processes and systems. BRICS Competition authorities working groups have done remarkable work in the automotive, digital, food, and pharmaceutical sectors under the aegis of Memoranda Of Understanding between BRICS competition authorities. Establishment of fair and competitive markets is accompanied with several challenges, which call for a more cooperative competition law and policy discourse, particularly on issues arising out of new age markets.

We hope that the 8th BRICS ICC will be instrumental in promoting and catalysing communication and cooperation amongst BRICS competition authorities. On behalf of Competition Commission of India, I extend a warm welcome to the participating countries, heads of authorities and delegates of BRICS, international organisations, multilateral institutions, professionals, and non-governmental advisors from the field of competition law and policy. As part of the BRICS family, we reaffirm our unwavering commitment towards building and sustaining fair and competitive markets.

We believe that this conference will act as a catalyst towards the harmonisation of guiding principles and processes amongst global competition authorities and also serve to reenergise communication and cooperation between BRICS competition authorities.
